Incident Report on the Thai-Cambodian Border Clashes 12 August 2025
According to the report from the 2nd Army Area Operations Center, the Royal Thai Army, the situation along the Thai-Cambodian border can be summarized as follows:
Overall Situation: At 0910 hours, a patrol team from the 2610th Ranger Forces Company Unit conducted a route patrol in the Chub Ta Mok area, Ta Muen Thom Temple, Phanom Dong Rak District, Surin Province, to monitor and safeguard the area and prevent any violation of Thai sovereignty.
During the operation, Sergeant Theerapol Piakhanthee stepped on an anti-personnel landmine, suspected to be a PMN-2 type, within Thai territory. He sustained the loss of his left leg and was sent to Phanom Dong Rak Hospital. He is now out of critical condition.
His Majesty the King and Her Majesty the Queen graciously instructed the Deputy Governor of Ubon Ratchathani Province to deliver a royal floral bouquet and a royal gift basket to the injured soldier at Sunpasitthiprasong Camp Hospital, deeply moving all who witnessed this gesture of benevolence.
The Army Spokesperson, in a statement on 12 August 2025, addressed today’s anti-personnel landmine incident, noting that it constitutes clear evidence of Cambodia’s violation of the ceasefire agreement and humanitarian law, particularly the Ottawa Convention. The deliberate emplacement of anti-personnel landmines within Thai territory was intended to directly harm Thai military personnel. Similar incidents have repeatedly occurred, reflecting a pattern of continued harassment and Cambodia’s rejection of Thailand’s proposal on mine issues raised at the GBC meeting. The Royal Thai Army reaffirms the commitment to peaceful means; however, if compelled, it may exercise the right to self-defence under international law to prevent further loss of personnel from Cambodian incursions.
Statement on Protest Against the 4th Incidence of the Use of Anti-Personnel Mines from the Ministry of Foreign Affairs:
1. The Royal Thai Government condemns in the strongest terms the use of anti-personnel mines by Cambodian side on 12 August 2025 in Chub Ta Mok, Surin Province. Such action is yet another repetition of Cambodia’s insincere conduct, and an outright breach of international law, including the principles that are fundamental to the United Nations Charter and the international humanitarian law.
2. This incident (12 August 2025) when taken together with the previous landmine incident on 9 August 2025 reflects Cambodia’s lack of good faith and contravenes the ceasefire agreement finalized by both sides at the Thailand-Cambodia Extraordinary General Border Committee (GBC) Meeting, held on 7 August 2025 in Kuala Lumpur. Thailand therefore must again call on Cambodia to immediately cease these gross violations of the Ottawa Convention.
3. Thailand is lodging further protests with Cambodia, the President of the Ottawa Convention and the Secretary-General of the United Nations. Thailand is also calling upon the international community, including donor countries and international organizations who provide assistance to Cambodia in mine clearance and mine action efforts, to reconsider their support in light of these repetitive incidents. Thailand will also consider taking other measures of protest as deemed appropriate.
4. Thailand reaffirms its commitment to fully implement the Ottawa Convention and expresses its deep disappointment that Cambodia continues the inhumane use of such weapons against fellow human beings. Thailand calls upon the ASEAN community, a rules-based organization, to urge Cambodia to strictly abide by international law.
Thailand’s Ministry of Defence affirms no intention to violate Cambodian sovereignty
Thailand’s Ministry of Defence affirms that Thailand has not moved troops to infringe upon Cambodian sovereignty as alleged, and has maintained current troop positions since the ceasefire took effect at 0000 hrs on 28 July 2025. Thailand remains ready to attend the Regional Border Committee (RBC) meeting with Cambodia within two weeks of the GBC meeting.
Thailand urges Cambodia to cooperate on two priority issues: (1) mine clearance along the entire border to ensure safety, and (2) suppression of transnational crime, especially online scams.
Between 1–11 August 2025, the Thailand Mine Action Center (TMAC), comprising 15 teams, in coordination with Explosive Ordnance Disposal (EOD) units from the Royal Thai Police, and supported by the Suranaree Task Force and Provincial Police Region 3, conducted survey, identification, clearance, and destruction of munitions in areas affected by Cambodian attacks. The operations successfully disposed of a total of 483 items of ordnance, covering areas in four border provinces, as follows:
- Buri Ram Province – 36 BM-21 rockets, 36 artillery shells, 21 mortars, and 13 other explosives, totaling 95 items.
- Surin Province – 206 BM-21 rockets, 3 artillery shells, 36 mortars, and 19 other explosives, totaling 234 items.
- Si Sa Ket Province – 38 BM-21 rockets and 88 artillery shells, totaling 120 items.
- Ubon Ratchathani Province – 35 BM-21 rockets, totaling 34 items.
This reflects the readiness and capability of Thai security authorities in mitigating threats and protecting border communities.
