Incident Report on the Thai-Cambodian Border Clash Date: 7 August 2025
According to the report from the 2nd Army Area Operations Center of the Royal Thai Army, the situation along the Thailand-Cambodia border is summarized as follows
Situation Overview: Troops remain stationed at operational bases within Thai sovereign territory. Unmanned aerial vehicles (UAVs) have also been detected in multiple areas.
Area Clearance Operations: Explosive Ordnance Disposal (EOD) teams continue to inspect and clear areas under surveillance,
working to neutralize unexploded ordnance (UXO) and investigate suspicious objects.
The Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia
Both countries agreed to a 13-point ceasefire implementation agreement. On 7 August 2025, the Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia was held in Kuala Lumpur, Malaysia.
The Thai delegation was led by General Nattaphon Narkphanit, Deputy Minister of Defence and Acting Minister of Defence. The Cambodian delegation was led by General Tea Seiha, Deputy Prime Minister and Minister of National Defence of Cambodia.
Observers from Malaysia, the United States, and People’s Republic of China were also in attendance.
The two sides agreed upon a 13-point ceasefire implementation agreement, the key outcomes of which are as follows:
Thailand and Cambodia agree to 13 points of the ceasefire implementation agreement to maintain peace
The Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia has concluded with the two countries agreeing to a 13-point ceasefire implementation agreement.
The key points of the agreement are, as follows:
1. Cease use of all types of weapons, including attacks on civilians, civilian objects, and military objectives in all cases and all areas.
2. Maintain current status of troop deployments, as in effect since 28 July 2015, with no troop movements or patrols toward the other side’s position.
3. Refrain from increasing troops along the entire Thai-Cambodian border.
4. Refrain from provocative actions that may escalate tensions, including military activity entering the other’s airspace and territory or positions as of ceasefire since 28 July 2015, and refrain from constructing military infrastructure beyond their own side.
5. Refrain from using force against civilians or civilian objects in all circumstances.
6. Comply with the Geneva Conventions: Treatment of captured soldiers and transfer of injured persons to medical facilities of the other side, depending on the capacity of the medical facility. Captured soldiers shall be immediately released and repatriated after the cessation of active hostilities. Facilitate the dignified and timely return of the deceased individuals.
7. In the event of an armed conflict, both sides will discuss matters at the local level through existing bilateral mechanisms to prevent the situation from escalating.
8. Agreed to increase the following measures: 8.1 Maintain regular communications between all army areas and military regions and units along the border. 8.2 Convene an RBC meeting within two weeks of the Extraordinary Session of the GBC meeting on 7 August 2025. 8.3 Maintain regular and direct lines of communication between ministers and chiefs-of-defence forces levels.
9. Refrain from disseminating false information or fake news.
Part 2: Ceasefire Observation Arrangement
10. Both sides must implement the common understanding reached on 28 July 2025, including the ceasefire and formation of an ASEAN observer team led by Malaysia.
11. Agreed that RBCs in each area shall implement the ceasefire agreement, coordinated and observed by the ASEAN observer team led by Malaysia. The RBCs will meet regularly and submit reports to the GBC through their respective national chains of command.
12. Pending the establishment of the ASEAN observer team, led by Malaysia, an interim observer team, consisting of defence attaches from ASEAN member countries accredited to Thailand and Cambodia, will be used to observe the impolementation of the ceasefire on either side.
Section 3: GBC Meeting
13. A GBC meeting will be held one month after 7 August 2025 (at a venue to be discussed). Otherwise, an Extraordinary GBC Meeting should be called immediately to discuss the ceasefire.
Remarks by Lieutenant General Boonsin Padklang, Commander of the 2nd Army Area, Royal Thai Army
In response to former Prime Minister Hun Sen’s request for Thailand to cease F-16 operations and his call for international arms embargoes against Thailand, Lieutenant General Boonsin asserted that Thailand has the sovereign right to deploy such aircraft to defend its territory. He reaffirmed that Thailand has never harbored intentions to assassinate Cambodian leaders.
Thai forces remain on high alert along the entire Thai–Cambodian border, particularly at strategic locations such as Chong Ahn Ma, where new concertina wire fencing has recently been installed following a Cambodian intrusion.
Continuous situation assessments are underway, and Thai forces remain fully prepared to defend national sovereignty.
