紐西蘭稱中國是其最持續的國家支持網路威脅

威靈頓，9月24日（路透）—— 紐西蘭網路安全機構表示，中國是紐西蘭面臨最持續且最具能力的國家支持網路威脅；外國行為者鎖定政府機關，以及醫療、教育和資訊科技等領域的組織。WELLINGTON, Sept 24 (Reuters) - New Zealand's cyber security agency said China was the country's most persistent and capable state-backed cyber threat, as foreign actors targeted government agencies and organisations in sectors including health, education and information technology.

隸屬紐西蘭情報體系的國家網路安全中心（National Cyber Security Centre, NCSC）表示，該中心已發現疑似源自外國國家行為者的活動，使紐西蘭敏感資訊面臨風險。The National Cyber Security Centre (NCSC), part of the New Zealand intelligence community, said it had identified activity suspected to originate from foreign state actors that put sensitive New Zealand information at risk.

根據該中心週四發布的年度《網路威脅報告》，其將疑似由國家支持的網路活動與來自中國、俄羅斯、伊朗和北韓的行為者連結起來。It linked suspected state-sponsored cyber activity to actors from China, Russia, Iran and North Korea, according to its annual Cyber Threat Report released on Thursday.

這項評估是西方陣營情報機構就所謂中國網路間諜活動提出的最新警告；北京一貫否認相關指控。紐西蘭安全機構8月曾發布報告稱，中國是紐西蘭偵測到唯一「大規模」從事間諜活動的國家。The assessment is the latest warning from a Western-aligned intelligence agency over alleged Chinese cyber espionage, which Beijing has routinely denied. It follows a report from New Zealand’s security agency in August that said that China was the only country New Zealand had detected conducting espionage "at scale."

中國外交部發言人週四被問及這份報告時表示：「中方敦促紐西蘭有關機構停止散布謊言、製造衝突，多做有助於促進中紐相互理解與互信的事。」"China urges the relevant institution in New Zealand to stop spreading lies and creating conflict and to do more to foster mutual understanding and trust between China and New Zealand," a Chinese foreign ministry spokesperson said on Thursday when asked about the report.

這名發言人在例行記者會中表示：「中國一貫反對並依法堅決打擊駭客攻擊。」"China always opposes and resolutely cracks down on hacking attacks in accordance with law," the spokesperson said during a regular briefing.

The incidents included activity targeting government agencies, health and education organisations, and IT managed-service providers.

該機構警告，地緣政治競爭正日益在南太平洋展開；該機構知悉，有國家支持的網路間諜活動正鎖定當地政府與基礎設施。The agency warned that geopolitical competition was increasingly playing out in the South Pacific, where it was aware of state-backed cyber espionage targeting governments and infrastructure.

報告指出，紐西蘭在太平洋地區擁有緊密的家庭、文化、政治與經濟連結，這類活動可能影響公民、企業與公民機構。New Zealand has close family, cultural, political and economic ties across the Pacific, and such activity could affect citizens, businesses and civic institutions, it said.

NCSC表示，國家支持的行為者可能會鎖定營運基礎設施或網路、提供必要公共服務，或持有可帶來戰略優勢資訊的組織。State-backed actors were likely to target organisations that operate infrastructure or networks, provide essential public services, or hold information that could offer a strategic advantage, the NCSC said.

該中心警告，網路間諜活動可能難以偵測；行為者會在數月或數年期間進行偵察並在系統中預先建立存取權限，之後再用於情資蒐集或破壞。It warned that cyber espionage can be difficult to detect, with actors conducting reconnaissance and positioning access in systems over months or years before using it for intelligence gathering or disruption.

報告指出，長期入侵可能導致營運技術遭入侵，並造成企業與個人資料外洩。Long-running intrusions could lead to the compromise of operational technology and the loss of corporate and personal data, it said.
