法國稱ICC逮捕令不妨礙納坦雅胡專機飛越法國領空

巴黎，9月24日（路透社）——法國週四為其允許以色列總理班雅明・納坦雅胡（Benjamin Netanyahu）的專機在前往聯合國途中飛越法國領空的決定辯護，表示儘管國際刑事法院（ICC）因涉嫌戰爭罪對他發出逮捕令，國際法並未要求法國採取行動。PARIS, Sept 24 (Reuters) - France defended its decision to let Israeli Prime Minister Benjamin Netanyahu's plane cross its airspace en route to the United Nations on Thursday, saying international law did not require action despite an International Criminal Court arrest warrant against him over alleged war crimes.

法國是ICC創設文件《羅馬規約》的締約國，形式上有義務與法院合作，包括逮捕進入其領土的嫌疑人。法國外交部發言人帕斯卡・孔法夫勒（Pascal Confavreux）告訴記者，這項飛越許可「完全符合國際法」。France is a signatory of the ICC's founding Rome Statute and is formally bound to cooperate with the court, including arresting suspects who enter its territory. Foreign Ministry spokesperson Pascal Confavreux told reporters the clearance was "in full conformity with international law".

孔法夫勒說：「《羅馬規約》並未對一架載有逮捕令對象乘客的國家航空器飛越其領土上空，課予任何義務。」"The Rome Statute does not impose any obligations regarding overflights of its territory by a state plane which has a passenger who is targeted by an arrest warrant," Confavreux said.

A spokesperson for Italy's Foreign Ministry said they could not immediately answer whether Israeli authorities had sought permission for an overflight.

媒體當時報導，納坦雅胡去年曾繞道飛往紐約，以避開多個歐洲國家的領空，其中包括法國。Last year Netanyahu flew a circuitous route to New York to skirt the airspace of several European countries, including France, media reported at the time.

US President Donald Trump this week urged ICC members to quit what he called an "out of control institution". France has said it condemns the threats against the court.

納坦雅胡這次訪美行程異常短暫，是為了在聯合國大會向各國領袖發表演說。他於美東時間上午9時左右（格林威治時間1300）抵達紐約，預計發表演說後於當天稍晚返回。Netanyahu was making an unusually short visit to the US for his address to world leaders at the UN General Assembly. He arrived in New York around 9 a.m. ET (1300 GMT) and was expected to fly back later in the day after delivering his speech.
