土耳其與伊拉克達成協議：土國將移交伊拉克北部軍營

開羅9月23日（路透）——土耳其與伊拉克週三表示，雙方在紐約會談後同意，土耳其部隊將逐步把伊拉克北部一座軍營移交給伊拉克政府；雙方並同意終結伊拉克北部「非法武裝分子」的存在。CAIRO, Sept 23 (Reuters) - Turkey and Iraq agreed on Wednesday for Turkish forces to hand over a military camp in northern Iraq to the Iraqi government gradually, they said after talks in New York, adding they also agreed to end the presence of "outlawed armed elements" in northern Iraq.

伊拉克總理阿里・札伊迪與土耳其總統塔伊普・艾爾段（Tayyip Erdogan）在聯合國大會場邊會晤後，雙方在聯合聲明中表示，已同意深化安全合作。After Iraqi Prime Minister Ali al-Zaidi and Turkish President Tayyip Erdogan met on the sidelines of the United Nations General Assembly, the sides said in a joint statement they had agreed to deepen security cooperation.

雙方表示：「在此架構下，他們就全面確立國家在辛賈爾（Sinjar）的權威，以及終結非法外國武裝分子的存在達成協議。」聲明所指的是庫德武裝分子，其中一部分以伊拉克北部山區辛賈爾一帶為據點。"Within this framework, they reached an agreement on fully establishing state authority in Sinjar and ending the presence of outlawed foreign armed elements," they said, referring to Kurdish militants, some of whom are based in the mountainous Sinjar area of northern Iraq.

週三的聲明還表示，「依照商定的機制與時程」，並在伊拉克採取安全措施後，土耳其部隊將逐步把位於伊拉克北部、靠近摩蘇爾（Mosul）的軍事設施巴希卡—澤利坎基地（Bashiqa-Zelikan base）移交給伊拉克政府。The statement on Wednesday added that "in accordance with the agreed-upon mechanism and timeline" and security measures taken by Iraq, Turkish forces would gradually hand over the Bashiqa-Zelikan base, a military installation in northern Iraq near Mosul, to the Iraqi government.

一名熟悉會談情況的伊拉克軍方指揮官表示，土耳其部隊分階段撤出巴希卡營地與摩蘇爾附近另一座小型基地，預料將於今年底前完成。土耳其方面未立即對此時程發表評論。An Iraqi military commander familiar with the talks said the phased withdrawal of Turkish troops from the Bashiqa camp and another small base near Mosul was expected to be completed by the end of this year. There was no immediate comment from Turkey on the timeline.

Turkey still has several bases in the region, which it says are there to protect Turkey's national security.

美國駐土耳其大使兼敘利亞與伊拉克特使湯姆・巴拉克（Tom Barrack）對此舉表示歡迎，稱「伊拉克主權與土耳其安全，都因此獲益」。Tom Barrack, US ambassador to Turkey and special envoy for Syria and Iraq, welcomed the move, saying "Iraqi sovereignty and Turkish security, both (were) served" by it.

聯合聲明表示，兩位領袖也討論了雙邊關係與貿易，並強調必須緊急落實先前簽署的協議，加速推進「戰略計畫」。The joint statement said the two leaders also discussed bilateral ties and trade, stressing the need to urgently implement previously signed agreements and speed up "strategic projects."
