土耳其總統艾爾段稱，資金缺口使各國難以同等步調推進氣候政策

安卡拉9月24日（路透）— 土耳其總統塔伊普・艾爾段表示，在取得資金與技術的機會仍存在不平等之際，期待所有國家在氣候政策上取得相同進展並不切實際。他並補充說，他期待各國支持土耳其的COP31氣候峰會行動議程。ANKARA, Sept 24 (Reuters) - Turkish President Tayyip Erdogan said it was unrealistic to expect all countries to make the same progress on climate policy while inequalities in access to financing and technology persisted, adding he expected support from all nations for Turkey's COP31 Climate Summit action agenda.

週一，土耳其的COP31主席提出一項議程，旨在把既有氣候承諾轉化為專案與可衡量成果。目標包括到2035年將電力占能源消費的比重提高至35%，並將城市廢棄物預估增幅減半。On Monday, Turkey's COP31 president laid out an agenda aimed at turning existing climate commitments into projects and measurable results, with targets including raising electricity's share of energy consumption to 35% by 2035 and cutting projected increases in municipal waste by half.

根據一項安排，澳洲將在COP31主導正式談判，土耳其則負責主席職務與行動議程。峰會將於11月9日至20日在土耳其南部安塔利亞省舉行。Under an arrangement, Australia will lead formal negotiations at COP31, with Turkey responsible for the presidency and action agenda. The summit will be held in the southern Turkish province of Antalya from November 9 to 20.

艾爾段週三在紐約聯合國氣候峰會發表談話時表示，土耳其與澳洲正持續籌備，以確保各地區的期待都納入峰會議程。他說，他相信下個月在斐濟舉行的COP會前會，以及在吐瓦魯舉行的領袖會議，對讓太平洋國家的聲音被聽見具有價值。Speaking at the United Nations Climate Summit in New York on Wednesday, Erdogan said Turkey and Australia were continuing preparations to ensure that every region's expectations are on the agenda at the summit, saying he believed a pre-COP event in Fiji next month and a leaders' meeting in Tuvalu were valuable for Pacific nations' voice to be heard.

艾爾段說：「任何未讓我們的氣候目標與社會和經濟現實相符的提案，都注定失敗。」他並補充說，他期待各國大力支持COP31行動議程。"Every proposal in which we don't make our climate targets meet societal and economic realities is bound for failure," Erdogan said, adding he expected strong support from all countries for the COP31 action agenda.
