Incident Report on the Thai-Cambodian Border Clashes 8 August 2025
According to the report from the 2nd Army Area Operations Center, the Royal Thai Army, the situation along the Thai-Cambodian border can be summarized as follows:
Overall Situation: At present, forces from both sides remain stationed at their respective defensive positions. No clashes have been reported. Thai forces remain on alert and continue to monitor the situation closely, in full adherence to the agreements reached during the recent General Border Committee (GBC) Meeting.
Her Royal Highness Princess Maha Chakri Sirindhorn has graciously instructed the Chaipattana Foundation to construct “safety bunkers” for residents who remain in high-risk areas along the border.
In this regard, Lieutenant General Adul Boonthamcharoen, representing the Chaipattana Foundation, surveyed and assessed the conditions of residents in the area. It was found that some villagers in Surin Province had not evacuated and continued to live in villages located in high-risk border zones. Concerned for their safety, Her Royal Highness instructed the Foundation to build bunkers in two villages in Sangkha and Buachet Districts, and to coordinate immediately with the Village Security Team for urgent implementation.

Situation along the border
- It was observed that Cambodian forces remain stationed in key border areas, with movements of military equipment and vehicles detected in certain locations, which require close monitoring.
- Unmanned aerial vehicle (UAV) flights and actions that may be considered provocative were detected in some areas. Operational units have implemented continuous response and control measures, along with increasing border surveillance in high-risk areas.
13-Point Agreement from the Extraordinary Thailand–Cambodia General Border Committee (GBC) Meeting held in Malaysia
1. Ceasefire with all types of weapons.
2. Maintain current troop positions in the area without any movement from established locations, starting from 24.00 hrs on 28 July 2025.
3. No reinforcement of troops along the entire Thailand–Cambodia border.
4. Refrain from any provocative actions that may lead to increased tensions.
5. Strictly refrain from the use of any force against civilians and civilian targets.
6. Comply with international humanitarian law regarding the treatment of soldiers under the control of the opposing side (in accordance with the Geneva Conventions on the treatment of prisoners of war). In the case that wounded civilians or soldiers not under the control of the other party require medical treatment, the receiving side has the discretion to provide care depending on the readiness of medical facilities, supplies, personnel, or medical ethics on a case-by-case basis.
7. Any armed clashes—whether intentional or unintentional—shall be discussed jointly by both sides at the local level through existing bilateral mechanisms as soon as possible.
8. Maintain normal communications between military regions and units along the border of both sides, with a meeting of the Regional Border Committee (RBC) to be held within two weeks after this GBC meeting, alternating host countries. Keep regular direct communication channels at the ministerial and Chiefs of Defence Forces between the two countries.
9. Refrain from spreading false information or fake news in order to reduce tensions, lessen negative public sentiment, and promote an environment conducive to peaceful negotiations.’
Mechanism for the Regional Implementation of Ceasefire Agreement
10. Both sides shall remain committed to implementing the mutual understanding reached in the special meeting of 28 July 2025, including the ceasefire and the presence of observers from ASEAN member states, led by Malaysia, to monitor the practical implementation of the ceasefire.
11. Assign the RBC in each area to implement the ceasefire, coordinated and observed by ASEAN member state observers led by Malaysia, with regular RBC meetings and reports submitted to the GBC.
12. Establish a temporary “Interim Observer Team (IOT)” consisting of military attachés from ASEAN member states, led by the Malaysian military attaché, to observe the ceasefire of each side regularly, by invitation from the host country. Observers will not cross the border and will coordinate closely with the RBC and GBC of each country.
National-Level Mechanism
13. The next GBC meeting shall be held within one month from 7 August 2025. If the situation escalates, a special GBC session may be convened immediately.
Key outcomes from the GBC meeting include the ceasefire, which helps create a safe environment for the public, and the reaffirmation of the continued use of bilateral mechanisms to resolve the issue.

Yesterday (7 August 2025), Malaysia confirmed to Thailand that Malaysia’s role—and that of ASEAN member states—will be within the bilateral framework for resolving the Thailand–Cambodia conflict.
The roles of the United States and China will also remain as observers, ready to provide support to both sides to ensure the success of the ceasefire negotiations and to achieve a sustainable resolution to the conflict.
In Buriram Province, the Thailand Mine Action Center (TMAC) conducted public education on identifying Cambodian artillery rounds that failed to detonate. Residents were instructed to look for shell craters and follow the “Do not touch – Remember – Report” principle. Over 240 shells have been fired; 10 remain unexploded and await safe disposal in accordance with international procedures.
