บันทึกเหตุการณ์การปะทะบริเวณชายแดนไทย–กัมพูชา (29 กรกฎาคม 2568) หลังหยุดยิง

ตามรายงานจากศูนย์ปฏิบัติการกองทัพภาคที่ 2 ได้สรุปสถานการณ์การสู้รบตามแนวชายแดนไทย–กัมพูชา ดังนี้ :

หลังเวลา 00.00 น. (29 ก.ค.2568) ปรากฏการคุกคามของกำลังประเทศกัมพูชาใน 7 เหตุการณ์ ดังนี้

- พื้นที่ช่องบก เกิดการปะทะด้วยปืนเล็กที่เนินโนเนมทางทิศตะวันตกช่องบก

- พื้นที่ช่องอานม้า เวลา 05.00 น. เกิดการปะทะด้วยอาวุธยิงสนับสนุน สิ้นสุดในเวลา 09.00 น. ทั้งสองฝ่ายจัดตั้งชุดประสานงานบริเวณทิศใต้ช่องอานม้า

- พื้นที่ซำแต เกิดการปะทะ ฝ่ายเราสามารถควบคุมพื้นที่เอาไว้ได้

- พื้นที่ช่องตาเฒ่า ตรวจพบการนำยานพาหนะพร้อมกำลังพลเคลื่อนย้ายเข้ามาในพื้นที่ ปัจจุบันกำลังดังกล่าววางกำลังอยู่บริเวณปากช่องตาเฒ่า

- พื้นที่ภูมะเขือ ฝ่ายประเทศกัมพูชายังคงลาดตระเวนโดยรอบภูมะเขือ และใช้อาวุธวิถีโค้งโจมตีต่อฝ่ายเราในช่วงเวลา 01.00 น.

- พื้นที่ปราสาทตาควาย และปราสาทตาเมือน ทั้งสองฝ่ายยังคงวางกำลังควบคุมพื้นที่

- ตรวจพบอากาศยานไร้คนขับไม่ทราบฝ่าย บินอยู่เหนือที่ตั้งทางทหาร และสนามบินตามแนวชายแดนหลายแห่ง ปัจจุบันอยู่ระหว่างการตรวจสอบว่าผู้ใดเป็นเจ้าของอากาศยานไร้คนขับดังกล่าว

ผลการประชุมไทย–กัมพูชา ที่ประเทศมาเลเซีย เมื่อ (28 ก.ค. 2568) โดยมี นายอันวาร์ อิบราฮิม นายกรัฐมนตรีมาเลเซีย (ประธานอาเซียน 2025) เป็นประธานการประชุม พร้อมด้วยนายภูมิธรรม เวชยชัย รักษาราชการแทนนายกรัฐมนตรี และนายฮุน มาเนต นายกรัฐมนตรีกัมพูชา พร้อมทั้งผู้แทนจากสหรัฐอเมริกาและจีนร่วมการประชุมในครั้งนี้ด้วย

โดยที่ประชุมเห็นชอบให้ฟื้นการเจรจาทวิภาคี มีการหารือไม่เป็นทางการระหว่างแม่ทัพภาคแล้ว และเตรียมจัดประชุม GBC (4 ส.ค.) และ JBC (ก.ย.) ตามที่ไทยเสนอ ข้อตกลงยังเน้นให้ประชาชนที่อพยพสามารถกลับบ้านได้เมื่อสถานการณ์เหมาะสม ฝ่ายไทยย้ำให้กัมพูชาหยุดโจมตีพลเรือน และเคารพกฎหมายมนุษยธรรมระหว่างประเทศ ขณะนี้การหยุดยิงยังเปราะบาง หน่วยงานในพื้นที่จะติดตามสถานการณ์อย่างใกล้ชิด พร้อมขอบคุณประเทศที่สนับสนุนกระบวนการสันติ

ต่อมาในวันที่ 29 กรกฎาคม 2568 เวลา 10.00.น. ได้มีการหารือระหว่าง พลโท บุญสิน พาดกลาง แม่ทัพภาคที่ 2 ของไทย กับ พลเอก โปว เฮง ผู้บัญชาการภูมิภาคทหารที่ 4 กัมพูชา ได้ข้อสรุปสำคัญเพื่อคลี่คลายสถานการณ์ชายแดนที่ตึงเครียด โดยมีประเด็นหลักที่ตกลงร่วมกัน 7 ข้อ ดังนี้

1.หยุดยิง

2.ห้ามใช้กำลังต่อประชาชนคนไทย

3.หยุดเพิ่มเติมกำลัง

4.ห้ามเคลื่อนย้ายกำลัง

5.ฝ่ายไทยจะอำนวยความสะดวกในการนำทหารกัมพูชาที่ได้รับผู้บาดเจ็บและเสียชีวิต ออกจากพื้นที่การรบ

6.ทั้งสองฝ่ายเห็นชอบในการจัดตั้งชุดประสานงานเพื่อแก้ปัญหาตลอดแนวชายแดนในความรับผิดชอบของ กองทัพภาคที่ 2 ฝ่ายละ 4 นาย สำหรับฝ่ายไทย ได้กำหนดให้ รองผู้บัญชาการกองกำลังสุรนารี เป็นหัวหน้าคณะฯ

7.ให้กำลังทุกส่วนลดการเผชิญหน้าทุกรูปแบบและรอผลการหารือของที่ประชุมคณะกรรมการชายแดนทั่วไป (General Border Committee : GBC) ไทย – กัมพูชา ซึ่งจะจัดให้มีขึ้นในวันที่ 4 สิงหาคม 2568 เพื่อนำมากำหนดเป็นแนวทาง ในการอยู่ร่วมกันอย่างสันติอีกครั้งหนึ่ง

- การปฏิบัติด้านมนุษยธรรม – กองทัพภาคที่ 2 ควบคุมตัวทหารกัมพูชา 18 นาย ที่ยอมจำนน หลังเหตุปะทะที่ซำแต (29 ก.ค. 68) จากการตอบโต้ฝ่ายกัมพูชาที่ยิงอาวุธเข้าพื้นที่ไทย หน่วยทหารม้าเฉพาะกิจสามารถควบคุมตัวทหารกัมพูชาได้ 18 นาย พร้อมอาวุธ โดยไม่มีการคุกคาม และพบผู้เสียชีวิต 2 นาย บาดเจ็บ 1 นาย ส่งรักษาที่โรงพยาบาล

ขณะนี้ ทหารฝ่ายกัมพูชาทั้งหมดอยู่ภายใต้การดูแลของไทยในพื้นที่ปลอดภัย โดยได้รับอาหาร สิ่งของจำเป็น และการรักษาตามหลักมนุษยธรรมสากล โดยฝ่ายไทยจะส่งคืนศพทหารที่เสียชีวิตตามหลักปฏิบัติในภาวะสงคราม และยืนยันยึดมั่นอนุสัญญาเจนีวาอย่างเคร่งครัด

- ด้านภัยคุกคามจากการปล่อยข่าวเท็จ – ตรวจพบการปล่อยข่าวอันเป็นเท็จ สร้างความเข้าใจผิดให้กับนานาประเทศในหลายรูปแบบ โดยขณะนี้สื่ออย่างเป็นทางการของหน่วยงานด้านความมั่นคงของไทยทุกภาคส่วนได้นำเสนอเหตุการณ์จริง พร้อมคำแปลภาษา เพื่อให้ประเทศต่าง ๆ ได้รับทราบ โดยเช้าวันนี้ กองทัพไทยปฏิเสธคำแถลงโฆษกกลาโหมกัมพูชา กรณีฝ่ายกัมพูชาหยุดยิงทุกพื้นที่ กองทัพไทยยืนยันข้อเท็จจริงตรงข้ามกับคำแถลงของ พล.ท.หญิง มาลี โสเจียตา โฆษกกระทรวงกลาโหมกัมพูชา ที่อ้างว่าไม่มีเสียงปืน และหยุดยิงสมบูรณ์ตั้งแต่เที่ยงคืน 28 ก.ค. 68 โดยฝ่ายกัมพูชายังยิงอาวุธเข้าไทยหลังข้อตกลงหยุดยิง ซึ่งไทยมีหลักฐานชัดเจน กองทัพไทยประณามการบิดเบือนความจริงของโฆษกฯ ว่าเป็นการสร้างเหตุการณ์เท็จ บ่อนทำลายความเชื่อมั่นระหว่างประเทศ พร้อมยืนยันไทยไม่เคยเริ่มความรุนแรง แต่มีสิทธิปกป้องอธิปไตยและประชาชนตามหลักกฎหมายสากล

มีการอพยพประชาชนจากพื้นที่เสี่ยงเข้าสู่ศูนย์พักพิงใน 7 จังหวัด รวมทั้งสิ้น 175,129 คน ดังนี้:

-อุบลราชธานี: 21,875 คน

-ศรีสะเกษ: 82,021 คน

-สุรินทร์: 47,797 คน

-บุรีรัมย์: 18,802 คน

-สระแก้ว: 2,652 คน

-จันทบุรี: 280 คน

-ตราด: 1,702 คน

ทั้งนี้ กองทัพไทยขอร่วมแสดงความเสียใจอย่างสุดซึ้งต่อครอบครัวผู้เสียชีวิต และผู้ได้รับผลกระทบจากเหตุการณ์ที่เกิดขึ้น และกองทัพจะยังคงปฏิบัติหน้าที่ด้วยความเข้มแข็งและเสียสละ เพื่อปกป้องอธิปไตยของชาติ และความปลอดภัยของประชาชนชาวไทยอย่างถึงที่สุด

Incident Report on the Thai–Cambodian Border Clash 29 July 2025

According to the report from the 2nd Army Area Operations Center, the key developments along the Thai–Cambodian border can be summarized as follows:

After midnight (00.00 hrs) on 29 July 2025, Cambodian forces posed seven military threats as follows:

- Chong Bok Area: A small-arms clash occurred at No Name Hill west of Chong Bok.

- Chong Ahn Ma Area: An engagement with indirect fire weapons erupted at 05.00 hrs. When hostilities ended at 09.00 hrs, both sides had deployed coordination teams south of the crossing point.

- Sam Tae Area: Clashes occurred; Thai forces successfully secured the area.

- Chong Ta Thao Area: Cambodian troop and vehicle movements were detected; forces are currently stationed at the channel entrance.

- Phu Makua Area: Cambodian forces conducted patrols and launched indirect fire at 01.00 hrs.

- Ta Kwai and Ta Muen Temples: Both sides maintain a presence and control of the area.

- Unidentified UAV Activity: Multiple sightings of unknown unmanned aerial vehicles (UAVs) were reported over Thai military sites and airfields; investigations are ongoing.

The Special Meeting hosted by Malaysia to address the current situation between Cambodia and Thailand on 28 July 2025 was chaired by Malaysian Prime Minister Anwar Ibrahim, in his capacity as ASEAN Chair 2025, and attended by Acting Thai Prime Minister Phumtham Wechayachai and Cambodian Prime Minister Hun Manet, along with representatives from the United States and China.

In this regard, the meeting resulted in an agreement to revive bilateral negotiations, following prior informal discussions between regional military commanders. It was further agreed to convene a General Border Committee (GBC) Meeting on 4 August 2025 and a Joint Boundary Commission (JBC) Meeting in September 2025, as proposed by Thailand. The agreement also emphasized that displaced civilians should be allowed to return to their homes when conditions permit. Thailand reiterated its call for Cambodia to cease attacks on civilians and to respect international humanitarian law. As the ceasefire remains fragile, local agencies will continue to closely monitor the situation. Thailand expressed its gratitude to countries supporting the peace process.

Subsequently, on 29 July 2025 at 10.00 hrs, a bilateral discussion took place between Lieutenant General Boonsin Padklang, Commander of the 2nd Army Area of the Royal Thai Army, and General Pov Heng, Commander of Cambodia’s Military Region 4. The meeting successfully concluded with a seven-point agreement aimed at de-escalating tensions along the border as follows:

1. Both sides agreed to an immediate and complete ceasefire.

2. The use of force against Thai civilians is strictly prohibited.

3. No additional troop reinforcements shall be deployed.

4. All troop movements are to be suspended to prevent misunderstandings or escalation.

5. Thailand will facilitate the evacuation of wounded and the repatriation of deceased Cambodian military personnel from the combat area.

6. Both sides agreed to establish a joint coordination team comprising four officers from each side under the responsibility of Thailand’s 2nd Army Area of the Royal Thai Army, with the Deputy Commander of the Suranaree Task Force appointed as the head of the Thai delegation.

7. All military units are to reduce all forms of confrontation and await the outcome of the General Border Committee (GBC) Meeting scheduled for 4 August 2025, which will serve as a basis for restoring peaceful coexistence.

- Humanitarian Action: The 2nd Army Area detained 18 Cambodian soldiers who surrendered following the clash at Sam Tae on 29 July 2025. In response to Cambodia’s use of weapons against Thai territory, the Cavalry Battalion Task Force successfully apprehended the 18 soldiers along with their weapons, without displaying any threatening posture or behavior toward the Thai side. Two deceased Cambodian soldiers were found, and one was injured and later transferred to a hospital for treatment. All detained Cambodian personnel are currently in Thai custody in a designated safe zone, where they are being provided with food, essential supplies, and medical care in accordance with international humanitarian principles. Thailand will return the remains of the deceased soldiers in line with the laws of armed conflict and reaffirms its strict adherence to the Geneva Conventions.

- Disinformation Threats: Multiple forms of false information have been detected, aimed at misleading the international community. In response, all official Thai security agencies have been actively disseminating verified information along with multilingual translations to ensure global understanding of the facts on the ground. This morning, the Royal Thai Armed Forces formally rejected the statement by Cambodian Ministry of National Defense Spokeswoman, Lieutenant General Maly Socheata, who claimed that Cambodia had achieved a complete ceasefire with no gunfire since midnight on 28 July 2025. Contrary to her claims, Cambodia continued to launch attacks on Thai territory after the ceasefire agreement, and Thailand possesses clear evidence of these violations. The Royal Thai Armed Forces strongly condemned the spokesperson’s distortion of facts as a fabrication that undermines international trust. Thailand reaffirms that it has never initiated violence and maintains its legitimate right to defend its sovereignty and protect its people in accordance with international law.
