Incident Report on the Thai-Cambodian Border Clashes 13 August 2025
According to the report from the 2nd Army Area Operations Center, the Royal Thai Army, the situation along the Thai-Cambodian border can be summarized as follows:
Overall Situation: Cambodian forces have revealed the installation of 61 anti-drone netting systems in Cambodian territory to prevent aerial drone strikes. Several unmanned aerial vehicles (UAVs/drones) have been detected in Si Sa Ket Province.
Thai forces remain stationed at operational bases within Thailand’s sovereign territory. No clashes have occurred. Our side remains on high alert, closely monitoring the situation, and strictly adhering to the agreements reached at the recent General Border Committee (GBC) meeting.
The Army Spokesperson, on 13 August 2025, stated that the 2nd Army Area has closed its campaign for the provision of concertina wire for urgent enhancement of troop protection. This follows sustained support and contributions from the government, state agencies, the private sector, and the Thai public. Having now received sufficient supplies, the 2nd Army Area regards this as a significant morale booster and a major contribution to strengthening border defense readiness. The Army affirms that all resources received will be utilized efficiently to ensure the safety and security of the nation.
Deputy Army Spokesperson confirmed that the Cambodian news agency Fresh News’ claim that Thai forces are preparing to attack and evacuate civilians is “false information”. The Army’s verification found no orders for evacuation or school closures in the Ban Dan area; schools remain open as normal. The Army reiterates its strict compliance with the ceasefire agreement and GBC resolutions, and urges the public to rely only on credible sources to avoid believing fake news.
Ad Hoc Centre for Thailand-Cambodia Border Situation clarified that the Centre’s operations have not been terminated and it continues to fulfill its assigned missions to maintain stability and security in the Thai–Cambodian border area.
Today (13 August 2025) the Spokesperson of the Ad Hoc Centre for Thailand-Cambodia Border Situation provided the following clarification:
Overall situation in the border area is under careful watch of the Thai security units. Certain fortifications of the Cambodian strongholds have been observed. General situation is under control.
The Ad Hoc Centre for Thailand-Cambodia Border Situation received a report from the Royal Thai Armed Forces Headquarters regarding plans to bring the Interim Observer Team (IOT), established as a result of the recent Extraordinary Session of the Thai-Cambodian General Border Committee (GBC), to the area. Led by Defence Attachés of ASEAN member states, the team will observe various impacts in the area, including the living conditions of affected civilians. This initiative aims to demonstrate transparency and Thailand’s sincerity in affirming that its operations are conducted in accordance with international standards. Upon completion of the field visit, a review and assessment of the operation will be held on 15 August 2025, after which a follow on operational plan will be formulated.
The Ad Hoc Centre for Thailand-Cambodia Border Situation expressed concern over the landmine problem along the Thai-Cambodian border and has expedited coordination, through the Ministry of Foreign Affairs, to request that Cambodia and the ASEAN Regional Mine Action Center (RMAC), chaired by Cambodia, cooperate with the Thailand Mine Action Center (TMAC) in joint operations to clear and restore the area to safety as soon as possible. This follows continuing reports of Cambodian military personnel illicitly laying a significant number of landmines. Such landmines constitute a threat not only to military personnel and security forces but also pose serious risks and dangers to civilians living along the border.
The Ad Hoc Centre for Thailand-Cambodia Border Situation was informed by the Royal Thai Army that the 2nd Army Area may adjust its patrol plans and employ various technologies to enhance landmine detection capabilities in the area. It reaffirms that measures to address the issue are being carried out continuously to safeguard the lives of civilians and military personnel, and to defend the sovereignty and security of the nation to the fullest extent.
In accordance with the agreement reached at the Thai-Cambodian General Border Committee (GBC) meeting on 7 August 2025, a Regional Border Committee (RBC) meeting is to be convened within two weeks. The Chantaburi and Trat Border Defense Command will meet with Cambodian counterparts on 16 August, while the 1st and 2nd Army Areas are expected to hold their meetings towards the end of the month. A key agenda item will be cooperation in landmine clearance, with the Thai side urging Cambodia to demonstrate sincerity in joint operations.
Thailand is committed to providing accurate information to both the public and the international community in order to create an atmosphere conducive to further negotiations. It therefore calls on all parties to adhere to the agreements made at the recent GBC meeting, particularly in relation to refraining from retaliatory actions, avoiding the creation of false information, and not disseminating fake news.
H.E. Mr. Russ Jalichandra, Vice Minister for Foreign Affairs, stated that following the 12 August 2025 incident in which a military ranger encountered an anti-personnel landmine in the Chub Ta Mok area, the Ministry of Foreign Affairs lodged a protest with Cambodia and is expediting diplomatic action through the relevant channels. On Friday, 15 August 2025, the MFA will invite diplomatic representatives from over 50 countries, including donor states under the Ottawa Convention framework and relevant agencies, to attend a briefing on the matter. Subsequently, on Saturday, 16 August 2025, the Minister of Foreign Affairs will lead the diplomatic corps and relevant agencies to Si Sa Ket Province to receive direct, on-site briefings from personnel operating in the area.
